2016 Ballot Measures

Amendment 69

  • Although no one agrees that the costs of health care are affordable in Colorado, this Amendment creates a single-payer health care system that unfairly targets small business owners and REALTORS ® as the mode to pay for the system. Here are some of the reasons Amendment 69 falls on the backs of REALTORS:
  • Why should you vote no on Amendment 69?
    • It’s a 10% payroll tax increase (3.3% on employees and 6.6% on employers)
    • It’s a 10% tax on all non-payroll income, meaning: any commission, investment property sale, rental income, and retirement income
    • Business owners also pay the full 10% on profits even if those dollars are not withdrawn from the budget
    • It makes CO the highest state income tax in the country
    • It’s a $25 Billion dollar tax to create a single payer healthcare system that could drive business out of Colorado
    • It’s unaccountable - a 21-member board decides coverage, negotiates prices, decides reimbursement rates and can raise more taxes without guidance from the legislature or the Governor

Amendment 71

  • Creates a more geographically balanced signature gathering requirement by requiring signatures be collected from each of Colorado’s 35 state senate districts – 2% of registered voters in each senate district and requiring a majority vote of 55% for constitutional measures – Currently it is a simple majority.
  •  Why should you vote yes on Amendment 71?
    • Only 14 states that have initiative or referendum processes allow them to go directly to the ballot without geographic requirements and a higher than simple majority. This environment makes Colorado a frequent target for outside interests to use CO as a playground for their national policy agendas. It also means that our state constitution can be held captive by the whims of the day. Voting yes on this amendment raises the bar for our constitutional amendment process in line with many other states.

Proposition 107

  • Restores the presidential primary in presidential elections and opens it up to all voters, not just party registered

Proposition 108

  • Opens primary elections to independents and unaffiliated voters (over 1.3 million Coloradoans – currently 37% of our electorate)
  • All voters pay for elections but only 1 in 5 voters in 2016 picked the candidates we all vote on in November
  • Why should you vote yes on Propositions 107 and 108?
    • Democratic caucus participants found there was not enough capacity to let everyone who wanted to vote the opportunity to do so, and many Republicans were dismayed to find out that they could not cast a presidential choice in their caucus. This restoration of the primary system would make Colorado a necessary stop on the campaign circuit for national candidates, bringing issues important to Colorado to the forefront. Colorado electoral history suggests that the winners of primaries tend to appeal to the extremes of each party. By including independent/unaffiliated voters it forces candidates to appeal to the broader Colorado electorate.
