About the speakers:

Marcia Waters, Director of the Division of Real Estate

Marcia Waters has been with the Colorado Division of Real Estate since August 2005. Marcia started with the Division as a Criminal Investigator for the Real Estate Commission and was promoted to Chief Investigator in 2006.  In 2007, she was promoted to the position of Investigations and Compliance Director. In that capacity, she managed the investigatory and settlement programs for the Division. On October 15, 2010, she was promoted to the position of Division Director. The Division of Real Estate licenses and regulates approximately 50,000 real estate professionals. Ms. Waters serves as the administrator for the Real Estate Commission, the Board of Real Estate Appraisers, the Board of Mortgage Loan Originators, the Conservation Easement Oversight Commission and the HOA Information and Resource Center. Ms. Waters manages the Division’s $6.5 million budget, oversees a staff of approximately 57 full-time employees, and establishes the direction of Division programs based on market and industry trends.

Ted Leighty, Vice President Government Affairs for the Colorado Association of REALTORS®

Ted Leighty is currently the Vice President of Government Affairs at the Colorado Association of REALTORS® (CAR).  He has been with CAR since May 2008.  Mr. Leighty directs the public policy efforts of CAR and manages many functions of the government affairs division, but he specializes in policy development and legislative affairs. He also oversees CAR’s Legislative Policy Committee and candidate endorsement process through the Colorado Association of REALTORS® Political Action Committee.

Prior to his current position, Mr. Leighty has been both the Director of Government Affairs and Public Policy Manager for the Association, and served as a congressional aide in the United States House of Representatives.  As an aide, he handled business, housing, transportation and tax issues, and also worked with local governments, chambers of commerce and other business groups on economic development issues. 

Previous to his time with the House, Mr. Leighty served as a Legislative Aide for two Colorado State Representatives.  In this position, he supported members of both the Business Affairs and Labor and Transportation and Energy Committees, analyzed existing and proposed legislation, and assisted in the development of new legislation. 

Mr. Leighty currently serves as a member of the Littleton Historical Preservation Board and coaches youth softball and basketball.  He has also supported, both financially and with his time, several civic and charitable organizations. 

A native Coloradoan born in Boulder, Mr. Leighty was raised in Minnesota and Oklahoma but returned to Colorado as soon as he could; he currently resides with his family in Littleton.  He holds both undergraduate and graduate degrees from the University of Colorado in Political Science and Public Administration.
