About Our Speakers
Jen Rutter, AICP, Planning & Development Manager, Community & Economic Development, Adams County
Jen grew up in Pittsburgh where she earned her master’s degree in Environmental Science & Management from Duquesne University. Shortly after moving to Colorado in 2013, she joined the team at Adams County where she managed the Environmental Programs Division and Oil & Gas Team. Jen worked her way into land use planning, obtaining her AICP certification in 2022. As the Planning & Development Manager for Adams County, Jen leads a robust team of 15 that includes current and long-range planners and development engineers. In her tenure at the County, Jen has overseen the development and adoption of the County’s Comprehensive Plan in 2022, the Square Lake Subarea Plan in 2022 and the Colorado Air & Space Port Subarea Plan in 2021. In her free time, Jen serves as Chair of the Golden Planning Commission and is an avid ski mountaineer.
Jansen Tidmore, President/CEO at Jefferson County Economic Development Corporation
A Dothan, Alabama native, Jansen graduated from Auburn University with a Master of Public Administration, with concentrations in city management and economic development. Starting his career in the private sector, he has a background in both construction and media. In 2011 he joined the Dothan Downtown Redevelopment Authority as the Executive Director. In 2017, Jansen took the helm of the newly formed Spartanburg Downtown Development Partnership. In December 2018, Jansen’s role was expanded as EVP of Corporate and Urban Development for the Economic Futures Group. His career accomplishments have been built around a collaborative and innovative approach to economic development solutions, built on data-driven decision-making. Jansen and his family are proud to call Jeffco home. He is married to Laura, a teacher, and has a rising 6th and 2nd grader. His previous community involvement is extensive and includes a higher education board, historic preservations, recreation boards, and committees on smart technology in cities. When not in the office, you may find him on the slopes or cheering on the Auburn Tigers, Broncos, Avs, & Nuggets.
Lucas Workman, Economic Development Manager, Community & Economic Development Department
Lucas is an experienced economic development professional with a passion for improving the social well-being of others through public service. Lucas grew up in Greeley, CO, is a CSU alumnus, and currently lives in Denver with his wife and two pets. He has over 15 years of professional experience working for nonprofits, government agencies, startups and private entities where he developed skills in leadership, strategic thinking, relationship building, and data analysis. In his current position, Lucas serves as the Economic Development Manager for Adams County, where he oversees the various programs and services for business attraction and retention while leading a team of four. Previously, Lucas worked for the Town of Erie as the Economic Development Manager where he focused on bolstering the entrepreneurial and small business ecosystem, Downtown redevelopment, and mixed-use greenfield development. Lucas also worked for five years as the Senior Product Manager at Zayo Group where he oversaw a $60M annual revenue stream. Lastly, he is the co-founder of Fair Fiber, a social enterprise that sustainably and ethically brokers alpaca fiber.
